"Water Based" is a misnomer. Most of these type of foggers use a glycol/water mix and therefore share the same disadvantages as the oil (glycol) type. The only true "water" based foggers are the ultrasonic type that use ultrasonic transducers to atomize water. These are wicked expensive and more of a mister than a fogger.
A big metal bucket of hot water and fifty pounds of dry ice on top of Henry's big coil should produce quite a show... ;-)
